Public transit is a key factor in creating economic opportunity and enhancing quality of life. A regional transit system is a significant public investment that requires a unified vision, careful planning, and long-term support. The Greater RVA Transit Vision Planning process analyzes transit needs, transit opportunities, and potential transit benefits and costs, and develops a plan to guide transit expansion and improvements for the nine jurisdictions in the Greater RVA Region through 2040. RHI conducted a robust land use analysis to inform the short-, mid-, and long-term recommendations of the plan. The analysis is designed to both respond to existing 2040 land use plans, and educate stakeholders about changes that would be required in order to support high-capacity transit investments in the future. This includes changes to density and development design to promote a mix of uses and pedestrian accessibility. RHI also played a key role in the agency task force and community outreach aspects of this study.
